How do I become able to pay in state tuition for a college in Georgia

How do I become able to pay in state tuition for a college in Georgia?
We moved here a year ago, and my sister's college says that they need to show they've not only been living here for a year but have worked for a year, too. Which we haven't. Is there any other way around this? There's no way this can be true, because we are residents.

Establishing residency for college tuition is a bit tricky, as they know many people will try to move in-state a little before applying so they can get a discount. Universities/colleges are businesses, after all, and they need to make money. A lot of what they make comes from out-of-state tuition. In-state tuition breaks are based on the idea that residents have been paying taxes which help the institution run. If you haven't been working and paying into the system for at least a year, then you haven't done your part to pay into that system. If you can't give them the necessary proof, then you'll just have to be considered out-of-state -- though it is possible to change your status, I believe, once your family can prove they have been working in the state for a year. You'll have to find that information out for sure by contacting the admissions/financial aid department.
